New Permanent Secretary Assumes Duty at Budget Ministry
The newly appointed Permanent Secretary of the Ministry of Budget and Economic Planning, Abdul Isa Osama, has officially assumed duty with a call on staff to redouble their commitment and dedication for optimal performance.
He gave the charge at a brief ceremony held at the boardroom of the Ministry of Finance on Tuesday.
Addressing management and staff drawn from the Ministry of Finance, from which the Ministry of Budget and Economic Planning was recently carved out, Permanent Secretary Abdul Isa Osama urged staff to remain committed and proactive in carrying out their responsibilities.
He disclosed plans to build and maintain a comprehensive database that would ensure that every policy decision and budgetary allocation in the state is based on reliable empirical evidence.
Mr. Isa Osama identified the ministry as the central coordinating hub for donor-funded programmes and Federal Government interventions operating in the state.
He said improved planning and proper coordination would create opportunities for the state to attract more funding and make better use of available resources.
While pledging to prioritise staff training and capacity development to ensure a smooth transition to new technologies and modern working methods, Mr. Osama maintained that he would operate an open-door policy.
He said the policy would encourage innovation, cooperation and collective problem-solving within the ministry.
He called on all staff to embrace the transition from a culture of spending to a culture of planning, and from focusing merely on inputs to measuring impact, as the ministry positions itself to drive the socio-economic transformation of the state.
In their goodwill messages, the Director of Human Resources, Khalid Musa; Director of Monitoring and Evaluation, Monica Jatau; Director of Final Accounts, Suleiman Odula; and the new Director of Planning, Abdullahi Isma’ila, among others, described the new Permanent Secretary as a highly experienced leader who inspires confidence among staff.
They urged him to sustain the spirit of openness and fairness in the discharge of his responsibilities.
While describing him as fair, accessible and committed to the welfare of staff, they assured him of their readiness to provide the necessary support and cooperation to enable the ministry achieve its desired objectives.
