Outgoing Commissioner Blames Leadership for Casual Workers’ Employment Challenges
The outgoing covering Commissioner of the Ministry of Tertiary and Technical Education, who also serves as the Commissioner of Education, Dr. John Mamman, has blamed the leadership of ministries, boards and parastatals for denying casual workers employment opportunities in the state.
Dr. Mamman made this known during the formal handover ceremony of the leadership of the Ministry of Tertiary and Technical Education to the newly appointed Commissioner, Mohammed Habeeb Nagogo.
According to the covering Commissioner of Tertiary and Technical Education, Dr. John Mamman, who is also the Commissioner of Education, Governor Abdullahi Sule had at some point ordered the employment of all casual workers in the state.
However, he explained that those in charge of various ministries, boards and parastatals brought forward lists containing the names of their preferred candidates instead of the names of the existing casual workers.
This, according to the Commissioner, denied genuine casual workers the opportunity to gain employment and undermined the Governor’s initial positive intention to absorb them into the substantive civil service system.
“Nobody should blame the government for the existence of casual workers in the state. Instead, we should blame those who substituted their own people in place of the casual workers, which is very unfortunate.”
While handing over the documents of the Ministry of Tertiary and Technical Education to the new Commissioner, Dr. Mamman promised to work in synergy with him.
He also wished the new Commissioner well and called on the management and staff of the ministry to give him the necessary support to successfully deliver on the responsibilities assigned to him by Governor Abdullahi Sule.
In response, the newly appointed Commissioner, Mohammed Habeeb Nagogo, promised to run an all-inclusive administration aimed at ensuring positive productivity and justifying the confidence reposed in him and the ministry by the Governor.
He called for constructive contributions from the Permanent Secretary, directors and staff to enable the ministry to achieve its objectives.
The Permanent Secretary of the Ministry, Dr. John Damina Ali, appreciated the outgoing covering Commissioner, Dr. John Mamman, for his concern over the situation of casual workers and for his other positive contributions while covering the ministry.
He also assured the new Commissioner, Mohammed Habeeb Nagogo, of the ministry’s unwavering support, a commitment echoed by other speakers at the event.
